The Department of Information and Communications Technology (DICT) is drafting the Implementing Rules and Regulations (IRR) of Republic Act No. 12254, also known as the E-Governance Act, as part of efforts to put the law into practice across government.
The E-Governance Act, signed into law on Sept. 5, 2025, requires government agencies to use digital systems to improve efficiency, transparency, coordination, and public services.
“The E-Governance Act is a cornerstone of our national digital transformation agenda,” said DICT secretary Henry Aguda. “Through its IRR, we are laying down clear, actionable rules that will ensure all government agencies move together securely, interoperably, and with the citizens at the center.”
The DICT, through its National ICT Planning, Policy and Standards Bureau, has held a series of sub-working group meetings covering governance, e-government programs, ICT workforce needs, and cybersecurity. The department has also received written inputs from various stakeholders.
In December 2025, the DICT, together with the Asian Development Bank, held consultations to gather more feedback. These included a national consultation and regional meetings in Iloilo City and Cagayan de Oro City.
“We are ensuring that the IRR reflects the realities on the ground. This is why we are actively engaging national agencies, local governments, the private sector, and development partners in shaping a whole-of-government approach to e-governance,” Aguda said.
This year, the DICT plans to hold writeshop sessions to combine and review all stakeholder inputs. The department aims to complete and submit the draft IRR by Feb. 13, 2026.
