Alibaba Cloud will open its first cloud regions in Türkiye, Finland, and the Netherlands over the next 12 months, expanding access to computing resources for businesses deploying artificial intelligence (AI).
Alibaba Cloud will also expand its data center footprint in Malaysia, Germany, the United Arab Emirates, France, and Hong Kong. The plan brings computing resources closer to customers and adds capacity for cloud and AI services.
The company, a global provider of AI infrastructure, announced the expansion at the 2026 Apsara Conference. It currently operates 107 availability zones across 31 regions worldwide. Alongside the infrastructure expansion, the company introduced three AI tools for businesses offering AI services, using multiple models, and producing videos.
“As Alibaba Cloud has advanced from AI-native infrastructure to an Agent-Native Cloud architecture, AI is also moving rapidly from experimentation to real-world deployment, creating demand for both scalable infrastructure and more accessible AI capabilities,” said Dr. Feifei Li, CTO and president of International Business of Alibaba Cloud Intelligence.
Smart Studio allows businesses to set up their own branded platforms for selling access to AI models. It includes tools to package services, set prices, track usage, and bill customers.
Alibaba Cloud said Smart Studio can process up to 505% more work than standard open-source frameworks using the same hardware. The claim concerns processing capacity, rather than a guaranteed reduction in customer costs.
Smart Fusion allows businesses to access several AI models through one connection. It selects models to work together on a task, reducing the need to manage separate deployments.
The company said the tool can reduce token spending by around 50%. Tokens are the units used to measure the information AI models process and generate.
Smart Video is designed for short-drama studios and advertisers. Users can create videos up to one hour long from a written instruction and request changes using everyday language. It supports multiple video models, including Wan, and more than 20 languages.
“At the same time, our growing ecosystem of customers and partners demonstrates how these capabilities can translate into tangible business value across industries and markets,” Li said. “We are committed to working closely with our global ecosystem to make AI more scalable, practical, and accessible for businesses.”
Alibaba Cloud also announced collaborations with Panasonic Digital, Unity China, Lion Parcel, Loomi Entertainment Group, and SHAKE. These cover enterprise applications, logistics, gaming, and AI content creation, although the announcement provided no financial terms.
