The Department of Information and Communications Technology (DICT) will focus on improving internet access and digital public services under Secretary Robert Joseph de Claro, who assumed leadership on Oct. 19, 2026.
Following the turnover ceremony with outgoing Secretary Henry Aguda at the DICT headquarters in Quezon City, de Claro outlined priorities that include lowering internet costs, improving telecommunications services, and making it easier for internet service providers to secure licenses.
“We will not stop until we bring down the price of internet and improve telecommunications services for our people. Filipinos deserve better service; they should get their money’s worth for every peso they spend on internet,” de Claro said.
During his first flag ceremony, de Claro emphasized the need to cut red tape and simplify licensing procedures for internet service providers. He also stressed that consumers should receive the quality of service they pay for.
De Claro also highlighted the need for organizational improvements to help the DICT carry out its responsibilities and deliver services more effectively. The department’s announcement did not provide details on these changes.
Aside from connectivity, he outlined a role for the DICT as a “lighthouse” for technology-related services. This includes guiding government agencies and government-owned and controlled corporations in using technology to make public services easier to access and more responsive to Filipinos’ needs.
Under de Claro’s leadership, the DICT and its attached agencies will continue efforts to expand connectivity and strengthen digital services, with the goal of helping more Filipinos benefit from technology.
