The Department of Information and Communications Technology (DICT) confirmed it has received reports of a hacking incident involving the Anti-Red Tape Authority’s (ARTA) Policy Reform, Innovation, and Streamlining Management (PRISM) platform on Sept. 16, 2025, at around 8:57 p.m.
“We are currently conducting a thorough assessment of the submitted incident report and closely coordinating with the relevant authorities to ensure a proper investigation and the implementation of necessary measures,” the DICT said in a statement.
ARTA said the group AnonymousPH claimed responsibility for the attack, which targeted its online learning management system. PRISM provides educational resources on regulatory impact assessment and evidence-based policymaking.
“The perpetrators cited alleged anomalies in flood control projects that they asserted have adversely affected Filipino citizens,” ARTA said. “While ARTA fully supports the public’s demand for transparency and accountability in both government and private sector endeavors, the Authority emphasizes that unlawful acts such as hacking and system defacement are unacceptable avenues for resolution.”
ARTA advised the public to use legal and accessible channels, such as the “Sumbong sa Pangulo” platform, to report delayed or questionable flood control projects.
The agency also assured the public that no sensitive or confidential information in the PRISM portal or other ARTA systems was compromised. However, it encouraged registered PRISM users to verify their email accounts, change their passwords, and avoid clicking on unknown links.
DICT said its initial assessment showed no sensitive data was compromised and that there were no active users enrolled in PRISM courses at the time of the incident.
The DICT Cybersecurity Bureau in the National Capital Region is working with ARTA to conduct a vulnerability assessment and strengthen security measures.
The DICT added it is taking proactive steps to secure government systems and protect data integrity.
