The Department of Information and Communications Technology (DICT) has asked Congress for a ₱18.9 billion budget for 2026 to support digital infrastructure, cybersecurity, and e-government initiatives.
Secretary Henry Aguda made the proposal during the budget hearing of the House Committee on Appropriations last week. He outlined the agency’s priorities under its so-called D-I-C-T framework: Digital-First Economy, Inclusive Tech for All, Championing Cybersecurity and Data Privacy, and Transparency in Governance.
Most of the funding, or ₱17.3 billion, is intended for the Office of the Secretary. This amount is divided into ₱10.9 billion for operating expenses to cover connectivity, cybersecurity, and digital government projects; ₱5.3 billion for ICT infrastructure; and ₱1.02 billion for salaries and benefits.
“As we move forward, the future is already here, and we will seize it together. Digital Bayanihan is about working as one. The government, communities, and every citizen will join forces to bridge the digital divide, empower every Filipino, and make sure no one is left behind,” Aguda said.
The proposed budget also sets aside ₱835 million for the Cybercrime Investigation and Coordinating Center, ₱389 million for the National Privacy Commission, and ₱1.08 billion for the National Telecommunications Commission. These agencies are tasked with fighting cybercrime, protecting data privacy, and regulating telecommunications, respectively.
Aguda said the DICT needs sustained investments to continue broadband expansion, strengthen defenses against cyberattacks, and improve delivery of online government services.
