The Olongapo City Council has introduced SangguniAPP, a digital platform that allows residents to access legislative records, monitor council sessions, and interact with local officials through a mobile and web-based system.
The project, led by Vice Mayor Kaye Legaspi, aims to simplify how residents understand and take part in the work of the Sangguniang Panlungsod by bringing key legislative services into one online platform.
“This is a personal project and a commitment to make the Sanggunian more open, understandable, and reachable to every Olongapeño. SangguniAPP is about clearer information, easier access, and more meaningful participation,” Legaspi said.
The platform houses a centralized database of city ordinances and resolutions. Users can search documents using keywords, topics, or the name of a councilor. The system uses artificial intelligence (AI) to produce summaries written in simple language to help residents better understand policies and proposed measures.
To improve accessibility, SangguniAPP automatically translates legislative documents into Tagalog and offers an easy-to-read version for senior citizens. The platform also supports voice dictation features for persons with disabilities.
Residents can watch council proceedings through the Live Session feature, which streams discussions and deliberations in real time. After each session, council members can provide short explanations of their votes through the “Explain My Vote” tool to help the public understand how decisions were made.
The platform also sends notifications about public hearings, consultations, and other council activities. Through the Vice Mayor’s Corner, residents can submit concerns and requests, while a ticketing system allows them to track updates and responses.
SangguniAPP includes transparency tools through its Open Books section, where users can review budget details and attendance records of councilors during meetings and committee hearings.
The Kommunity feature allows residents to suggest policies, participate in surveys, request public documents, and present proposals to the council. Users may also receive digital badges as recognition for participating in consultations and civic activities.
City officials expect to release the platform to the public soon.
