In a move toward boosting the renewable energy landscape in the Philippines, the Board of Investments (BOI) has awarded a Green Lane Certificate of Endorsement to a forthcoming solar power venture in Burgos, Pangasinan.
Undersecretary Ceferino Rodolfo of the Department of Trade and Industry (DTI) and managing head of the BOI, presented the endorsement to representatives of Burgos Pangasinan Solar Energy Corporation (BPSEC), led by Kyle Mina, during a ceremony held at the BOI main office recently.
Scheduled to start operations in September 2026, the project entails the establishment of a ground-mount solar power plant spanning approximately 71.5 hectares, with a targeted installed capacity of 65 MWp or 50 MWac.

Having been granted the Solar Energy Operating Contract by the Department of Energy (DOE) in December 2023, the initiative aligns closely with the national agenda of achieving a 35% share of renewable energy (RE) in the country’s power generation mix by 2030.
Employment opportunities
Beyond its environmental benefits, the project is poised to deliver significant socio-economic contributions, with the creation of over 500 employment opportunities for local residents during both the construction and operational phases.
BPSEC, operating as a Special Purpose Vehicle (SPV) duly registered under the Securities and Exchange Commission (SEC), is mandated to oversee the development of this solar power venture. It operates under the umbrella of Rising Renewables Holdings Inc. (RRHI), a Filipino renewable energy platform dedicated to spearheading and nurturing high-quality RE assets for both domestic and international investors.
“With the BOI’s support, we look forward to collaborating with all the concerned local and national agencies in the completion of the project’s permitting requirements and in achieving our shared goal of getting more clean energy into the grid as early as we can,” said Mina.
OSAC-SI will work closely with Pangasinan provincial authorities to facilitate the necessary endorsements and streamline the permitting and licensing processes at the local level.
