The Philippine Chamber of Commerce and Industry (PCCI), a non-stock, non-profit organization, has been working with government agencies to streamline processes and encourage reforms that make it easier to do business. The group said digitalization is no longer optional but necessary to create a more competitive business environment.

“An environment that makes it easier for entrepreneurs to do business creates opportunities for growth and job generation,” said Enunina Mangio, president consul, PCCI. “Investors are more likely to put resources into a country where transparency, efficiency, and technological readiness are in place. This balance benefits both Filipino enterprises and the broader economy.”

Several government initiatives are helping drive this shift. The Philippine Identification System (PhilSys) is designed to speed up transactions such as banking and business registration. The Department of Trade and Industry (DTI) has upgraded its Business Name Registration System and Electronic Business One-Stop-Shop, which allow online applications for permits. DTI’s Business Hub also gives small and medium enterprises easier access to requirements that once took multiple office visits.

Connectivity is another key area. PCCI supports the proposed “Konektadong Pinoy Act” (Open Access in Data Transmission Act), which promotes private and community investments in broadband. The law complements the Philippine Digital Infrastructure Project, a World Bank-backed program that aims to expand internet coverage and strengthen the country’s digital backbone.

Reliable connectivity does more than improve convenience. It supports the growth of data centers, makes cross-border trade more accessible, and enables cloud-based solutions for businesses. The Bangko Sentral ng Pilipinas reported that digital payments already account for 57.4% of monthly retail transactions, showing that more consumers and businesses are adapting to online platforms.

Still, challenges remain. Many entrepreneurs face delays in securing local permits, which slows down reforms. PCCI said broader digital transformation is needed across all levels of governance to address these gaps.

For PCCI, making business easier is not only about reducing paperwork but also ensuring digital access, stronger connectivity, and a supportive environment for commerce.

These issues will be discussed at the 51st Philippine Business Conference & Expo on Oct. 20–21, 2025. With the theme “The Future is Now: Unleash the Power of Digital Transformation,” the event will gather business leaders to examine how technology can shape policies, infrastructure, and inclusive growth.
