Fortinet, a global cybersecurity solutions provider, forecasts a dramatic shift in the strategies employed by cybercriminals in the coming years. According to its recent report, developed by FortiGuard Labs, cyber threats are becoming increasingly specialized and impactful, prompting organizations to rethink their defenses.

Fortinet highlighted the growing sophistication of Cybercrime-as-a-Service (CaaS) groups, which now use advanced playbooks that blend digital and physical tactics to target victims more effectively. 

“Cybercriminals are advancing their methods, making (artificial intelligence) AI an essential tool for countering these threats,” said Alan Reyes, country manager of Fortinet Philippines. “Our AI-driven platform helps organizations defend against emerging risks, improve their security, and enhance resilience.”

Key Threat Trends for 2025

Fortinet’s report outlines emerging trends that organizations must watch closely.

1. Expertise in Attack Chains
Cybercriminals are focusing more on the early stages of their attacks, like gathering information and preparing their tools. This helps them launch more accurate and targeted attacks. Instead of offering all-in-one attack kits, some CaaS groups now specialize in specific steps of the attack process.

2. Cloud Vulnerabilities Are a Growing Target

Many businesses rely on several cloud providers, and cybercriminals are taking advantage of weaknesses in cloud systems. Fortinet warns this focus on cloud-based attacks will increase as hackers look for gaps to exploit.

3. AI-Driven Hacking Tools Are on the Rise

The dark web is filled with tools like phishing kits and Ransomware-as-a-Service. Fortinet predicts these tools will increasingly use AI to automate tasks, such as turning social media information into phishing scams, making them more accessible to hackers.

4. Cybercrime Includes Real-World Threats

Criminals are combining online and physical threats. This can involve intimidating executives or teaming up with international crime groups. These hybrid methods make cyberattacks more complex and challenging to stop.

5. Global Defense Efforts Are Expanding

The cybersecurity community is fighting back through collaborations and partnerships. Programs like the World Economic Forum Cybercrime Atlas, supported by Fortinet, aim to share knowledge and build stronger defenses against evolving threats.

Collaborative Efforts Are Crucial

Reyes emphasized the importance of cooperation: “Advancing public-private partnerships and adopting robust cybersecurity practices are essential to countering cybercrime. These measures safeguard critical assets and protect against future risks.”

The report also underscores the role of individual awareness and training across organizations. Cybersecurity is no longer solely the responsibility of IT teams; it requires a collective effort involving governments, vendors, and employees alike.
