PLDT, through its Asset Protection & Security Risk Governance (APSRG) Group, is working with major telecommunications companies to strengthen efforts against cable theft and vandalism that threaten internet and digital services in communities.
The initiative, called “Oplan Balikatan,” expands the existing Bayanihan campaign of PLDT and its partners by bringing telcos and local communities together to protect critical telecommunications infrastructure. The program aims to improve coordination with barangays, increase public awareness, and encourage communities to report activities that may damage telco equipment.
The National Telecommunications Security Council (NTSC), an industry alliance of corporate security professionals from major telecommunications companies, supports the effort. Members include PLDT, Smart, Globe Telecom, DITO, Converge ICT Solutions, and other stakeholders.
PLDT APSRG launched the NTSC in June 2021 to help protect telecommunications infrastructure nationwide through stronger cooperation among industry players. While the companies compete in the market, they work together on security concerns that affect network reliability and connectivity for Filipinos.
“Keeping our communities safe and connected is an effort that needs all of us,” said Col. Wilfredo Gonio, head of PLDT and Smart’s Security Central Command & Administration Center, APSRG. “By standing shoulder-to-shoulder with our colleagues from other telcos and our partners from the local government, we can embody the true spirit of Balikatan, and empower our respective communities as well.”
The first Balikatan session was held in Brgy. Upper Bicutan, Taguig City, where PLDT representatives joined NTSC members and barangay officials in discussing security concerns affecting telco services.
The discussion included ways to address cable theft and other risks to telecommunications equipment. NTSC also provided Barangay iProtect items, including reflectorized vests, security batons, handcuffs, and coffee mugs, to support barangay police personnel during patrol activities.
“Across the industry, we may be competitors, but when it comes to securing our networks, we share a common responsibility. Through NTSC, we are working as one to deter illegal activities and ensure reliable service for the communities we all serve,” said NTSC chair Gen Ramiro Manuel Rey (Ret) of Converge ICT Solutions. “The safety and connectivity of our communities are our joint priority. Under NTSC, we can combine resources and expertise to protect our infrastructure and keep essential digital services running.”
Through Oplan Balikatan, PLDT and its industry partners aim to reduce disruptions caused by infrastructure damage and help ensure more reliable digital services for communities across the Philippines.
