Smart Communications, Inc. (Smart), a subsidiary of PLDT, achieved a milestone by successfully conducting a proof of concept test for an Open Radio Access Network RAN Intelligent Controller (Open RAN RIC) in collaboration with NTT DOCOMO Inc.
Considered a first in the Philippines, took place at the PLDT-Smart Technology Innovation Center in Makati City. The demonstration featured real Smart services, showcasing applications like voice calls, YouTube, gaming, video streaming, and calls.

The ability to onboard open-source applications, regardless of vendor preference, enables Smart to enhance its Radio Access Network platform swiftly. By embracing Open RAN RIC, Smart aims for flexibility, agility, and a diversified ecosystem with reduced vendor prices due to heightened competition, fostering industry innovation.
The test highlighted the capabilities of Open RAN RIC, emphasizing traffic steering, network power optimization, and handover policy enhancements. By utilizing equipment from various vendors alongside NTT DOCOMO’s frameworks, the demo underscored the openness of Open RAN RIC, indicating its potential to streamline network operations while reducing costs.
Initial test
Smart had previously ventured into Open RAN technology in early 2023, dedicating nearly four years to exploring its potential within the company’s initiatives to enhance customer service through technology integration.
Open RAN promises benefits such as cost-saving service delivery, network flexibility, increased intelligence, and agility, which Smart intends to leverage to improve customer experience and offer more affordable services.
In its current phase, the Open RAN PoC focuses on testing the “Intelligence portion,” paving the way for leveraging Artificial Intelligence and Machine Learning in future network operations. This testing revealed the power of RIC through the installation and activation of open software applications aimed at optimizing radio access network performance.
PLDT anticipates that the adoption of Open RAN RIC among Philippine operators could catalyze a new industry within the country.
Smart’s successful Open RAN RIC testing is part of its significant role in NGMN’s Operating Disaggregated Networks project. This international initiative aims to guide global Network CTOs and decision-makers toward end-to-end disaggregation through published papers and manifestos available on NGMN’s website. Smart collaborates with global telecom leaders within this project, contributing to industry advancements and transformation.
