Clearer government rules and simpler business requirements could help the Philippines attract more investment in artificial intelligence (AI) and other new technologies, according to Dennis Anthony Uy, co-founder and CEO of Converge ICT Solutions Inc., a fiber broadband and technology provider.

Uy spoke at the 52nd Philippine Business Conference and Expo (PBC&E) on Oct. 14 before the Philippine Chamber of Commerce and Industry (PCCI), the country’s largest business organization. He urged the government to keep supporting efforts to help businesses use AI and digital tools.

“Today, global investors and foreign partners are knocking on our door, eager to do business with the Philippines. They see our location, our workforce, and our potential. The opportunity is right in front of us. But let us be honest: our old habits are getting in the way. Corruption holds back our progress. Red tape chokes our small businesses,” said Uy.

Uy cited Executive Order No. 119, s. 2026, establishing a Data Residency Framework, and the creation of a Center for AI Research as steps to support the country’s use of technology. Data residency refers to where data is stored.

He said the government needs to be open about its decisions and answer for its actions to help businesses invest and use new technology. This would help turn interest in the Philippines into business opportunities and economic growth.

Converge has also worked with PCCI to connect Philippine businesses with technology providers. In 2025, they brought together more than 85 local and international technology brands at the PBC&E to show products and services that businesses could use.
