PLDT Inc. (PLDT) and Smart Communications, Inc. (Smart) have expressed strong backing for the government’s drive to accelerate the expansion of telecommunications and internet infrastructure.
This support follows the release of a joint memorandum circular (MC) outlining the guidelines of Executive Order (EO) 32, which simplifies the procedures for building such infrastructure.
PLDT and Smart also endorsed the recent Ease of Doing Business (EODB) Convention led by the Anti Red Tape Authority (ARTA). This event highlighted government agencies’ efforts to streamline processes through digital solutions, gathering stakeholders from diverse sectors including telecom leaders, policymakers, government officials, and international representatives.

“These reaffirm the Group’s support for the Government in its drive to deliver seamless public service to Filipinos across the country, reiterating PLDT and Smart’s commitment as the Government’s ready partner in nation-building,” said Atty. Pamela Felizarta, head of Joint Strategic Operations at Smart, represented the Group at the EODB Convention.
Joint MC 2023-01, containing the Implementing Rules and Regulations (IRR) of EO 32, was recently issued by the Technical Working Group (TWG) on Telecommunications and Internet Infrastructure. EO 32, aims to streamline procedures for constructing, repairing, operating, and maintaining telecom and internet infrastructure.
“In the telco sector, regulators came together to successfully streamline the sector,” said Ernesto Perez, director general of ARTA, citing how the permits process has been simplified, with fewer documents required and faster turnaround time achieved.
