Network provider PLDT and its wireless arm, Smart Communications Inc. (Smart), have intensified efforts to fight scam hubs in collaboration with the Cybercrime Investigation and Coordinating Center (CICC). This initiative aims to protect subscribers from becoming victims of fraudulent schemes carried out through mobile services.
“PLDT and Smart are intensifying efforts against fraudulent activities being perpetrated over mobile services,” said Atty. Roy Ibay, VP and head of Regulatory Affairs at Smart. “We are working closely with the CICC to investigate the personalities behind ‘scam hubs’ and to hold them accountable for their roles in the illicit operations.”
Beyond this partnership, PLDT and Smart are engaging their network of regional and provincial distributors and local dealers to ensure the secure sale and distribution of Smart SIMs. This step is part of a broader strategy to curb the spread of fraudulent activities.
The companies are also enhancing their cybersecurity measures to prevent customers from receiving fraudulent messages. In the first five months of this year, PLDT’s cybersecurity infrastructure successfully blocked over 500 million SMShing messages. In May alone, Smart blacklisted more than 100,000 mobile numbers associated with illegal activities.

To further support these efforts, PLDT and Smart have activated their workforce of over 14,000 employees nationwide in the fight against SMShing-based crimes. Recently, they introduced “Watchdog,” a user-friendly tool allowing employees to report SMShing messages by submitting screenshots and other relevant details.
The companies are also educating their subscribers to be vigilant digital citizens through campaigns like #BeCyberSmart and #MagingCyberSmart. These campaigns provide practical tips to help identify and avoid common scam techniques.
PLDT and Smart continue to seek partnerships with the National Telecommunications Commission, other government bodies, telecom industry peers, and various private and public sector allies. Their goal is to mount a comprehensive response to the growing threat of digital fraud.
For those who encounter suspicious messages or calls, PLDT and Smart encourage reporting these incidents to cybersecurityincidents@smart.com.ph or cybersecurityincidents@pldt.com.ph. Subscribers can also reach out through Smart’s verified social media channels or by calling the hotline at *888.
